CS FOR HOUSE BILL NO. 59(RES) An Act relating to raffles and                   
auctions of certain permits to take big game; and providing for an             
effective date was read the second time.                                       
                                                                               
Senator Halford moved and asked unanimous consent for the                      
adoption of the Finance Senate Committee Substitute offered on page            
3590.  Senator Taylor objected.                                                
                                                                               
The question being: Shall the Finance Senate Committee Substitute
